A match notice interrupted mid-send is picked up again, never lost

When a lead opens for quotes, every matched expert gets a notice, and the platform marks each one as told while it sends. If the send failed and the same database fault also stopped the platform from undoing that mark, or the send was cut off partway, the expert stayed marked as told for good. No later run retried them, and nothing recorded the missed notice.

Now the nightly run finds any notice that has been in flight for more than ten minutes and counts it as one failed attempt. The expert is marked as not told and gets their one retry. If that was already their second attempt, the missed notice is recorded against the lead, naming the expert. In the rare case the notice did arrive but the platform could not confirm it, the expert may get it twice, never more.
