Confirming a requirement document twice now opens it to experts only once

When a customer confirms their requirement document, the request opens to matched experts. If the same confirmation arrived twice at the same moment — a retried request, or a double confirmation — both could open it: the request stepped into bidding twice, the account manager and the sales owner were told about the hand-over twice, and matching ran twice.

Now only the first confirmation opens the request. The second is kept as a revision of the document, exactly as if the customer had confirmed it again later: experts already bidding are told the document changed, and nothing about the request’s place in the bid pool, its status or its bid deadline changes.
