SDM risk pages explain risk in the words on the pills

The go live risks, immediate risks and uncovered demand value pages now explain each figure in the same words their risk pills use: High, Medium or None. They no longer say red, amber or green.

Each page also states the rule precisely. A pool is a go live risk when its risk is High or Medium. It carries no risk only when an expert is available, nothing is short and its work does not start in the Immediate band. A fully covered pool that starts soon is still a Medium risk, and it is counted as one.
