ChangelogDelivery pipeline stops spending on work in progress

Work in progress no longer pays the full price of a finished change. While a change is still being built, only the fast checks run and no preview sites are created; the complete quality gate and the preview builds start the moment the change is marked ready for review. Supporting sites such as documentation and marketing now rebuild only when a change actually ships.

The same update makes the daily status board report what delivery costs — build volumes, run times and queueing — so improvements and regressions show up as numbers rather than impressions. Nothing changes for anyone using the platform: the same checks still protect every release, and reviewed changes still get a live preview before they ship.
