Requirement documents go to experts only before bidding starts

Submitting a requirement document is what opens a request to the experts who bid on it. That now only happens while the request is still being prepared.

If a request has already moved on — experts are bidding, you are reviewing a quote, the work is under way or delivered, or the request is closed — the assistant will not draft or submit a document for it. It tells you so, and any change to that request goes through your CSM. Nothing is sent to experts and nothing on the request changes.

Requests that are still being prepared work exactly as before, and a corrected version of a document you have already approved is unaffected.
