Repopulating the demo tenant can no longer strand records on a retired service

When the demo tenant is repopulated over a catalogue that still holds a service under its old name, the old service’s leads, product links, lead-form options and skills move to the new one before the old one is retired. Retiring it now goes through the same check an admin’s own archive does: if a lead, product link or skill still points at the old service, the run stops and says so, rather than leaving that record on a retired service.

Lead-form options and skills now each move in a single step, so an interrupted run can no longer leave a form or a skill listing both services, or neither.
