SLA settings load faster, and both SLA editors show stages the same way

Reading a tenant’s SLA definitions now uses an index of its own, so opening the SLA settings reads only that tenant’s rows instead of scanning every tenant’s.

The tenant admin’s SLA settings and the Sustentus staff SLA editor now lay out their six service stages through one shared rule: every stage in the same order, each showing its saved timers or marked as not yet configured. The two screens can no longer disagree about what a tenant has set up.

Nothing about how SLAs are timed, warned or breached has changed.
