Rejection reasons show for anyone given tenant-wide proposal viewing

When an admin gave a user permission to view every proposal in the tenant without also letting them respond to proposals, that user saw no rejection reasons on a rejected proposal at all. They now see the same reasons an admin or SDM sees, each under a heading naming who gave it.

Nothing changes for experts and customers viewing their own proposals, or for admins and SDMs.
