Readiness reads each workspace’s services once

Go-live readiness used to read a workspace’s services twice: once to count the catalogue, and again to check how many active services carry a list price. Both answers now come from one read, on the console’s tenant list and on the admin dashboard alike.

Nothing about the scores changes. Inactive services still count towards the catalogue and still stay out of the Price Book check, exactly as before.
