Admins hear about new projects, and everyone hears when their role changes

New projects reach the admins. When a customer accepts a quote, the lead becomes a project. The expert, the CSM and the SDM were already told the quote was accepted; now every active admin of the workspace is told too, with a notification that names the lead (“Lead #26 is now a project”) and opens its workspace.

Role changes reach the person. When an admin changes someone’s role, that person now gets a notification naming the new role the way the product shows it (“Your role has been updated to CSM”), which opens their dashboard. A change is never announced twice, whichever way it was made.

Both notifications appear under Settings → Notifications, where they could already be switched on or off, as Project created and Role changed.
