Approving a request with many matched experts is quicker

When a customer approves their requirements, every matched expert is told the request is open for bids. Those notifications now go out a few at a time instead of one after another, so a request with a long shortlist no longer slows down the approval.

If an expert’s notification fails to send, they are no longer counted as told — the next notification run for that request tells them.
