Bid review works on every bid in the pool

Some older bids were stored without a review state. The bid pool still offered accept and reject on them, but the action failed with a status error — a decision you could see but not make. Those bids are now read as submitted, so accept and reject behave exactly as they do on any other bid.

The same gap affected the experts who did not win. When a lead was awarded, every rival bid was supposed to be closed and its expert notified; a bid in this state was skipped silently, so it stayed open indefinitely and its expert heard nothing. Awarding a lead now closes the whole pool.

One related change to what you see: the proposals section on a lead now lists the bids still awaiting your decision, together with the one you accepted. Bids you have already rejected no longer appear there.
