Experts in every workspace hear about new leads in turn

When a lead opens for bids, the matched experts are told about it. If that message does not get through, or the matching itself did not finish, a nightly run tries again for as long as the lead stays open for bids. The same run also gives a delivery manager to any lead that is still missing one.

That run has a time limit. It used to go through workspaces in the same fixed order every night, so on a busy night the workspaces near the end of the list were the ones left waiting again and again. Now it takes the work from every workspace together, longest waiting first. Anything it does not reach is first in line the next night.
