Settings opens on your first tab, and catalogue edit buttons only show when you can use them

Two fixes to the settings hub, each making it match what you are allowed to do.

What changes for you

• CSMs and SDMs opening Settings now land on the first tab you can use — Services — instead of being sent back to your home page. Admins still land on the tenant settings. Anyone your admin has given catalogue access to individually lands on their first tab too.
• Create, Edit and Delete in the catalogue (services, products, industries and skills) now appear only when your save would go through. If you can read the catalogue but not change it, you see the lists and records read-only, and opening a create or edit page by its address takes you back to the list or the record rather than to a form that would fail.
• Someone who can change the catalogue can now always read it too, including the Skills tab.

Nothing changes for admins, or for CSMs and SDMs on the standard permissions: every button and form works as before.
